Georgia Building Codes for Remodelers and Residential Renovations

Georgia has adopted the 2024 International Building Code (IBC) and the 2024 International Residential Code (IRC) with state-specific amendments, effective January 1, 2026. The International Existing Building Code (IEBC) is also adopted as a permissive code, meaning its provisions are not mandatory unless specifically referenced by local governments. For renovations, the state now aligns with the International Existing Building Code (IEBC) framework, utilizing either the Prescriptive or Performance methods.

The primary state agency responsible for setting and enforcing these building standards is the Georgia Department of Community Affairs (DCA). Additionally, various divisions under the State Construction Industry Licensing Board, such as the Division of Electrical Contractors and the Division of Master and Journeyman Plumbers, administer standards for their respective trades.

Generally, minor cosmetic remodels that do not affect the building's performance or safety, such as painting or replacing flooring, may not require a permit. However, structural alterations, including the removal or alteration of load-bearing walls, or converting spaces like attics or basements into habitable areas, typically require permits and must comply with the adopted codes. Demolition guidelines are also in place, with specific requirements for asbestos notification and abatement before demolition can commence. Demolition permits are generally required for the destruction of any free-standing structure, though exceptions may exist for accessory buildings not used for human habitation or lacking utility connections.
