Franklin County Building & Safety Division
The Franklin County Building Department is the Authority Having Jurisdiction (AHJ) for building and safety matters in unincorporated areas of the county. They are responsible for issuing permits and conducting inspections for new construction and various renovation projects to ensure compliance with adopted building codes. The county has adopted the 2021 International Building Code, 2021 International Residential Code, and other related codes, with amendments effective April 23, 2024.
Unincorporated Areas
Properties in unincorporated Franklin County fall under the direct purview of the County's Building Department and Planning and Zoning Department. The Planning and Zoning Department specifically regulates land divisions, zoning districts, address assignments, road naming, and floodplain administration in these areas.
Permit Triggers for Demolition Work
A demolition permit is required for the removal of any building in Franklin County. The Missouri Department of Natural Resources also regulates demolition and renovation projects and may require additional state-level notifications or certifications, particularly if asbestos is involved.
Converting Non-Living Spaces to Habitable Areas
A building permit is required to convert attics, basements, or garages into living space. Depending on the scope of work, separate electrical, plumbing, or mechanical permits may also be necessary. It is recommended to consult with the Development Services Center (DSC) staff early in the planning process to discuss zoning and building requirements.
- Ceiling Height: Living spaces in basements must have a minimum ceiling height of 6'8".
- Egress: Basements with living space and all sleeping rooms must have at least one egress window or exterior door for emergency escape.
- Floor Area: Living space must have at least 70 square feet of floor area.
- Garage Conversions: If converting a garage, you may need to demonstrate how a required on-site parking space will be provided. Detached garages may also need to meet setback requirements and may require a fire wall if less than three feet from a property line.
- Attic Conversions: The existing attic floor structure must be strong enough to support the weight of people and furniture.
