Pennsylvania Plumbing Code and Legislation

Plumbing standards in Pennsylvania are regulated under the Commonwealth's statewide building code, known as the Uniform Construction Code (UCC). The UCC was established by the Pennsylvania Construction Code Act (Act 45 of 1999).

Effective January 1, 2026, Pennsylvania adopted the 2021 International Plumbing Code (IPC) as part of its updated UCC regulations. These codes are adopted by reference, often with specific amendments recommended by the UCC Review and Advisory Council (RAC).

It is important to note that while the UCC provides a statewide framework, over 90% of Pennsylvania municipalities have elected to administer and enforce the code locally. Additionally, some jurisdictions, such as the City of Philadelphia and Allegheny County, may have distinct local plumbing regulations or enforcement structures that differ from the standard UCC application.

Primary State Agencies

The Pennsylvania Department of Labor and Industry (L&I) is the primary state agency responsible for the administration and oversight of the Uniform Construction Code. The department manages the regulatory process for adopting triennial updates to the International Code Council (ICC) codes.

The UCC Review and Advisory Council (RAC) plays a critical role in this process by reviewing the latest triennial editions of the International Codes and advising the Department of Labor and Industry on whether they should be adopted as published or with specific Pennsylvania-based amendments.
