Lee County Plumbing Permit Requirements
Lee County, Florida, through its Community Development – Building & Permitting Services division, oversees plumbing permit requirements for both incorporated and unincorporated areas. A plumbing permit is generally required for the installation, replacement, or relocation of plumbing fixtures or sewer connections.
For properties in unincorporated areas, the same regulations apply as for the rest of the county. Lee County mandates permits for construction, alteration, repair, or demolition of any structure, as well as for the installation or modification of mechanical, plumbing, electrical, or gas systems, in accordance with the Florida Building Code and the Lee County Land Development Code.
Specific situations that require a plumbing permit include:
- Installation, replacement, or relocation of plumbing fixtures.
- Installation, addition, change, or repair of water supply, drainage, or roof drainage systems.
- Installation of lawn irrigation systems that connect to a potable water source (requires an Irrigation permit).
- Water heater replacements.
- New plumbing installations.
- Pipe relocations.
Certain minor repairs or improvements may be exempt from permitting if performed within a 12-month period on a single dwelling unit and if the total combined cost does not exceed $500. These exemptions can include replacing plumbing fixtures.
Contractors performing work in Lee County must be either state-licensed and registered with Lee County or hold a Lee County-issued certificate of competency. They also need current insurance or a workers' compensation exemption.
Lee County strongly encourages the use of its eConnect online permitting system for permit applications, and contractors are required to use it. Owner-builders may submit paper applications in person.
Permits are valid for 180 days from the issuance date, and work must commence with an inspection requested within this period. Failure to do so may result in permit expiration.
