Ballard County HVAC Permitting Overview
Ballard County does not maintain a local county-level building or safety department that manages HVAC permitting. Instead, HVAC permitting and inspections in Kentucky are governed at the state level by the Department of Housing, Buildings and Construction (DHBC), Division of HVAC. Because Ballard County does not have a local HVAC jurisdiction program, all HVAC permitting for both incorporated cities and unincorporated areas of the county is handled directly through the state.
Rules for Unincorporated Areas
Properties located in unincorporated areas of Ballard County must comply with statewide Kentucky HVAC regulations. Key requirements include:
- Permit Requirement: A permit must be purchased for all new HVAC installations, including new construction, additions, and the installation of the first HVAC system in an existing building. Permits may also be required for certain system replacements.
- Licensed Contractors: Only licensed master HVAC contractors are authorized to apply for and obtain HVAC permits. Journeymen cannot independently pull permits or bid on contracts.
- Online Permitting: Contractors must use the state's official online portal to purchase permits and manage inspections.
- Inspections: The state provides inspections to ensure that installations meet the 2018 Kentucky Residential Code or the 2018 Kentucky Building Code, as applicable.
