Okeechobee County Building & Safety Division

Okeechobee County contracts with SAFEbuilt of Florida, LLC to manage its Building Department services. The Building Official is Kevin Throop. Permit applications require a site plan, contractor registration with the county, and proof of insurance. For non-residential work, three sets of construction drawings are needed, while residential projects require two sets. Applications must be signed and notarized. For electronically submitted applications, an additional statement under penalty of perjury is required. Specific requirements must be met before the first inspection, final inspection, and issuance of a Certificate of Occupancy, including items like a Notice of Commencement (for jobs over $2,500), pest certificates, and septic approvals. As of January 1, 2025, a permit technician must review construction documents for sufficiency before submittal. A technology fee of 5% is applied to transactions through the Community Development Department as of July 1, 2024. Okeechobee County is transitioning to a new online permitting system, the Enterprise Permitting and Licensing suite by Tyler Technologies, starting June 23, 2025. The Florida Building Code, as updated and amended, is adopted for use in Okeechobee County. Wind speed design and construction standards apply within both incorporated and unincorporated areas of the county, unless superseded by local ordinances.
