District Of Columbia HVAC Legislation, Codes, and Guidelines
HVAC Building Codes and Legislation in the District of Columbia
The District of Columbia regulates HVAC systems through the 2017 District of Columbia Construction Codes. These codes are based on the 2015 edition of the International Code Council (ICC) family of model codes, which includes the International Mechanical Code (IMC), as amended by the District of Columbia Municipal Regulations (DCMR) Title 12. These regulations establish the minimum safety, health, and performance standards for mechanical systems, including heating, ventilation, and air conditioning, within the District.
Regulatory Agencies and Oversight
The primary agency responsible for the administration, permitting, and enforcement of building codes in the District of Columbia is the Department of Buildings (DOB). The development and updating of these codes are managed by the Construction Codes Coordinating Board (CCCB), which is composed of members appointed by the Mayor. The CCCB utilizes technical advisory groups to review model codes and recommend local amendments, which are then subject to public review and approval by the DC City Council before becoming effective as part of the DCMR.
